when a people representative of any class delievers infront of group of people on any issue is called as speech..mostly by the political ruler of the country.. discourse is the conversation goin on between two or more people on a particular subject..exchanging their views.

"Speech" is what happens when you open your mouth and words come out (spoken words). "A" speech is when a person delivers spoken words, usually on a particular subject, to a group of people. A "discourse" is an exchange of words between two or more people - usually in a formal manner. A "discourse" does not have to spoken - it can be an exchange back and forth in writing. Since we are discussing a pretty formal subject - language - one could say this post is a "discourse". Peter

A speech is by any person on any topic on any platform. A discourse is usually on religious subject. I am not sure.
