Need some clarification on PayPal

Hi all. I am actually very confused with the PayPal fee structure for receiving payments. I am a premier member and have been receiving payments from various parties. The thing that puzzles me is how is the fee calculated whenever I receive a payment? I have encountered two scenarios so far: 1. I received payment, for example, from myLot and PayPal did not charge any fee. I got the whole amount that I was paid by myLot. 2. I received a payment of $0.02 from someone and PayPal apply the 2.4% + $0.30 and in the end I received $0.00. So how does it work? How come some payments that I received (myLot, OrangeBiz, Matrix mail) without being charged with any fee and yet some of the payments (from individual) would have the fees applied. Hopefully somebody here can enlighten me on this. Thanks!

Paypal accounts - paypal logo
I'm not sure but I think it depends on the type of paypal account you have. You would have to check out their site to figure that one out. I know I would never accept a payment of .02 anyway. What's that about?

I know my account type and I know the rate but my question was about why some transactions are with fee and some are without.

I think it is because those companies are business members of paypal themselves and so they dont charge for it. I am not sure of this but I have a business account and they dont charge the people I send money to under service, but they do under goods for sale.

The programs that are paying you are paying the fees for us. That way we get our whole alloted amounts. Otherwise we have fees to receive money. Micro payments (like the 2 cents) only work if you belong to PayPals micro payment program and are receiving a lot of little payments which would then be grouped together and the fees paid for that way.

ebay enforces if you have paypal as an option all paypal charges get a fee regardless if it comes from a bank account or a credit card, maybe othersites do not do this, I will look into selling on other sites, on ebay I never offer paypal as an option you make so little at the end.
