undergraduate scholarship

Hi.I want to study electrical engineering in german universities. I didn't take sat or toefl examinations. But my highschool records and scores in national examinations are great. How could i get scholarship in any university in germany?

fir what concer german university i don't know lot of things, but if you like electrical engineering you can look at these link www.unipv.it, the university of pavia website.
