Runescape is partly free but for special things you need to be a "member".

i dont know why but when im up to pay with paypal it said i need to register a credit card i cant understand seriously whats happening its said a cready card incase i dont have the money or something like that

Actually its impossible to get a free runescape membership. You'll have to pay for the membership somehow. The way you chose is nice however, it's best to just stick to mylot.com and pay for your runescape membership that way. Or you could try this method. First, you make an account at www.prizerebel.com. Next, you complete enough offers until you get enough for a ultimate game card. Finally, when you get your ultimate game card you go on www.runescape.com then select pay without credit card and select ultimate game card. Now you're done you've got a runescape membership.
