A query about energy consumption of a tubelight!

I was wondering whether a tubelight actually consumes more electricity when it is switched on than when it is kept on for an hour or so. Is the electricity consumption actually more when it comes on? Someone told me that if you plan to switch off your tubelight for just an hour its not a bright idea as you would waste the same energy leaving it on as when you switched it off and then on. Is it true?

I haven't really heard anything conclusive about whether if you switch off your tubelight for just an hour you would waste the same energy leaving it on as when you switched it off and then on.
I guess in some ways it depends on how your electricity tariffs are calculated. For instance if there is a meter that stops running when the switch is off, then it should be wiser to switch off whenever, even if it's for 30 minutes. that's how it works in my country.
however, if it counts electricity in hour long blocs, then might be the same. sorta like phone tariffs and billing systems.
