Why do people who answer the phone think they have the right to be rude?

Waring: rant.
I am tired of going to the college I have been attending, so I decided to call around to 2 local colleges that I think I would enjoy attending. The first one I called is the community college. They are super cheap, have online courses and a campus to where we will be moving over the summer. The guy from answering the phone was a jerk! He cut me off at every question, did not let me finish talking and treated me like I was an idiot. Every question he answered start off with, "it is policy..." even if what I had asked didn't contradict his "policy"!
I mentioned that I have attended a few schools and don't have full transcripts. Well that was another issue. They don't want non-accredited colleges listed and you have to bring some form of transcript, even if it is unofficial. I asked, what if you don't have them, can't get a hold of them...I got a big *sigh* and here is a lady that you can call that might be able to help you out if she has the time. WTF???
To make matter worse, I asked about financial aid because I don't have $800 to just hand over to them for a semesters worth of classes at the moment. He went into a line about how all tuition has to be paid same day cash or credit by 7pm. What about financial aid? His answer, "Classes start in a week, you can't get it in one week and we expect payment in full before classes start"(in the most snippy tone I have ever heard in my life!). What kind of college is this? I have done this last minute thing at other colleges, no problem with them having to wait for a pell grant to clear, they know you can get the funds if you bring in the right paperwork!
I feel bad for people who have never attended college and really needed help from the guy. I was so mad, I probably had flames coming off of my head when I got off of the phone.
I call school #2, local private college that offers reduce cost night school. The exact opposite experience. The girl was super helpful even when she didn't have an answer and gave me all kinds of resources. They cost a bit more per course, but to me it is not worth fighting with the other fools.

I used to work in customer service and if I had ever spoken to a potential client like this I would have lost my job before ever hanging up the phone. All of our calls were recorded to ensure accuracy. I would really report that guy if you choose to go to the other school and tell who ever you report him to that they lost you as a student because of how he treated you.
