Fabio Capello: Italian Defending

As a soccer coach in the UK we are taught not to teach kids defending and to concentrate on ball mastery/techniques until the kids enter their teens. I have always felt this was wrong, and that from the earliest age, defending should be taught in conjunction with ball skills. This I think, shows in the national team's performances, as we don't defend instinctively. Is this the way the Italians do it?
