is family planning is effective to prevent unwanted pregnacies and decrease the population growth?

technically family planning program is really effective but the problem is with the people doing it.most of the time they dont use it because they were uncomfortable in using any methods in the family planning.sometimes they even neglect the proper procedure in using and doing it that's the reason most of them say it is not effective.
