Whats up with people making you pay for refferals?

I hate that, so I propose an idea to fix this! I am thinking of making a blog. To put names of sites on it that need refferals. But, not only that have written statements of different ideas of how you get your refferals easily.With your permission of course will put it on blog! Then you only give me ones that you need done!Perks of what it has to offer as well!Then we will pay whatever to get the refferals your choice. If its 5 dollars you get payed in paypal then give them 2. Just make sure you will get something out of it. Then when they pagerank gets high enough, which I need someone show me how to do. I will go to sites that pay me to put thier ads on the side of the blog! Free for me to do, Free for you use! We will have to keep it updated tho so people won't go beyond thier means.. But really whose with me? The site I am thinking of has a page where people can leave messages for each other to!
