who was/ is the greatest ruler? (Any country or even any state)

I vote for Franklin Roosevelt. Did a pretty good job in getting the US out of the great depression.

I would have to say Jesus Christ.. He seemed to have been the inspiration and ruler to found many Kingdoms, and Churches, etc... But There was many So hard telling :) .
