hi, i was in this kind of situation before. it was a fighting dog, he got beaten by his owner really hard and left astray. i picked him up and he bit me twice cos he was really afraid of being beaten again. so i chained him for about 3 weeks in a comfortable warm corner of the house so that he could constantly see us going around until he got used to us. still he showed no trust. then i decided that i sit on a comfy chair close to his safe area, alone. i used to speak with him about my thoughts and how was my day and guess what? he listened! then after a month or so he wagged his tail when i brought him food. and since then he gradually started to play with me. This worked for me, it took time and patience but now he's a strong loyal buddy. I dare anyone hit me :)

I agree, give him treats. Also, you should be the one to feed him, let him associate you with food. Don't force him to accept you petting him. Feed him, and remain in the area so he can learn he can trust you. Get down on his level, even sitting on the floor near to where he is eating. Let him come to you when he is ready. Good luck, and I hope you can both form a bond of love and trust, but it may take some time.

try feeding him treats at first, dogs can't resist treats... after that, constant patting can be a form of communication to the dog. you're lucky that it is not the aggressive type, wherein even you couldn't hold him. just give him treats and then let the dog try to adjust to his environment.
