Subways in big cities in India

It is a great help for the people to cross the roads through subways. Subways constructed in order to help crowded areas. Old people find it very difficult in busy street but if there is a subway it will be helpful without fear this helpless people to cross the road.
But here in India what happens to the subways is quiet different. All kind of vendors occupy these subways and as if they are detailed to hold business they display toys, textile, umbrellas, and readymade garments and also we can find fruit sellers From morning to night to make business.
They have good business in these subways. Ten feet breadth subways after vendor’s occupation only left 4 feet for the pedestrians to use. It is very difficult to move about and pick pockets are freely available.
Apart from these vendors some space is occupied by beggars and helpless people.
The waste of these vendors left behind once they leave their business in the night. We find plastic bags, papers in pieces, carton boxes, fruit sellers waster also accumulated.
When there is extreme pressure from people and other organizations police personnel take some strict action against these people and they vacate the places for a day or two but back again to their respective places and continue business.
These places early in the morning look like a dust bin. The police who are supposed to maintain law and order in these places keep mum as if nothing unusual happen. The police is bribed by these street hawkers.
How can if this police behave in such a manner, prevent law breakers.

Hi Dear
Subways is good idea ,better than flyovers
and the problems u have mentioned, to over come it, the easy thinh which our government is planning that such subways have proper shops at sides , so u can say little markets
i am sure by this shop keepers can maintain the subways in orders and people can get access to market

It is Indian engineers and workers who are responsible for building greatest flyovers and subways all over the world. But unfortunately, the Government's revenue -- most part of it goes to salaries of employees and hardly 10 to 15% is left for developmental activities.
In addition to this, corruption eats up another 5%. Hardly 10% of the total taxes collected falls into developmental activity.
The Government officers are indulged in corruption, companies like Larsen & Tubro who have excellent team for infrastructure development, never participate in bidding for infrastructure work.
I feel the people who work in Government lack character and that is a great peril of this nation.
