Do Rich Nations owe Poor ones for Past Economic Abuse?

Tell me, Do rich nations owe the poor ones some compensation for their past exploitative history? This is a sensitive debate, but a healthy one I guess! Take the Arabs for example, they traded with the East African coast, they took away people(slaves) and valueable minerals-Do they owe us anything?

During the Japanese occupation of the Philippines during the second world war, there were reported abuse on women. And today, those abused women are getting some aid from the Japanese government. I think it depends how the present government negotiates with the oppressing country. Regarding economic abuse, I don't know of any who pays a certain country for economic abuse!
