If traffic rules fulfill their responsibility, why traffic jam take place?

The drivers whenever enter a road from wrong side it get struck in the middle of the road and the traffic jam occurs. It has been observed that the drivers take u turn near hospitals, cinema halls and bus stops. In this places if traffic police stand this type of wrong entry of vehicles will not occur and there won’t be any problem for the vehicles movement. In Indians cities traffic police wait in places where they can stop vehicle and get some money for their petty expenses. Whenever trafficjam occur the movement of vehicles comes to a stand still. By the time the police reach the spot the trafficjam become severe. The high officers must take initiative to detail policemen to certain places where traffic jam is in eminent.

Traffic jams cannot be totally avoided just because everyone follows the traffic rules. The congestion takes place because of narrow roads, lack of infrastructure in the form of deviation roads, broad roads, connecting roads. Secondly, it also depends on the volume of traffic in the locality. The existing infrastructure cannot take the every increasing volume. Thirdly, the mistakes that people make, like overtaking other vehicles at traffic signals, breakdown of vehicles particularly big ones, long ques of vehicles held up due to VIP passings, or sometimes due to accidents, or processions people take out either protests or some godly affairs.
