how does alertpay work?

how does alertpay work? does it work like paypal? do i sign up and register my credit card like i do with paypal? do i have to pay fees? how are its transfer fees?is it safe? have you tried alert pay yourself? the ptc sites that i am a member of are having problems with paypal. so i think i don't have a choice but to shift to alertpay in order to get my earnings...boy, these are hard earned money.... hehehe thanks for your insights.
