All noteworthy events at your assigned branch should be reported to the management. Each branch has a branch journal that should be filled out daily, regardless of the major or minor occurrences. The “Incident Report Form” should be filled out for major events in the branch (e.g. accidents involving employees or customers, fire, electrical malfunctions that disturbed regular operations, theft, destruction of properties within branch premises, etc.) During such instances, you should inform the management right away and report these happenings to the proper authorities for immediate action.

Well, I think for the most part it makes sense. I don't know if you could leave just a note in the Branch journal saying " nothing to report" each day if operations were normal and nothing out of the ordinary occured. The Incident Report Form is a must for every company. If a fire, injury or other disaster happened this document could be used as evidence in a law suit. It is crucial to fill out the time and date of the incident.
