How was postal office work in your country?

I have asked this because the experiences I have in postal office here our country. I can say we have not implemented strict policy with regards to packages that comes from other country.
If you receive a package from outside countries, do you have to pay for something to the postal office? and what is that you are paying? Did they issue receipt to you for the amount you paid?
Me, I have received packaged from USA quite many times. And every time it arrive, they don't deliver it at home, even if it is portable. They asked me to go to postal office to claim the package. Then they asked me to pay 150 pesos. Only 35 pesos has receipt but 115 has no receipt or is not included in the receipt. My parent said I should not pay if they will not issue receipt? Are they right?
