I would have to go with the answer from the show itself: retarded. Only, instead of being a normal person, he's also an idiot with no common sense whatsoever, and a bad sense of humor at times. The man is as insane as he is stupid.
As you can probably tell, I watch the show for Brian and Stewie.

i understand where u come form saying he is stupid yet look at everything he has done. he went man to man with the fcc, formed his own country, sourvived months on a desert island. and then there is the best thing he married the one person everyone wanted from high school. he gives hope to all us fat guys that we too can find our hottie haha

I would have to say confused. He appears to want to do the right things for his family, but he gets confused when something more fun presents itself.

just one word for peter....
wow he is a provider (not sure how he manages it though)
he is more niave then moron, though at times childish
adventures, exibitionist (think how many times he been naked)
overall one word though entertaining just as he should be.
