No actually you can give a best response to more than that, to anyone that responds. You go to the page your best response is on and then their numbers will be in the best response list.

Yes just go to the page the response is on, and the best response thing is there and you can pick what one you want. It'll still say 1 through 10, but it's for each page.

I think that is because most people do not choose a responce beyond the first page. Most responces don;'t even get more than 10 responces.
