Why Are There So Many school boards?

In India there are two majority boards and a great number of state Boards. The Majority Boards are C.B.S.E & I.C.S.E. While the state boards are for instance Uttar Pradesh Board etc.

It seems to be something very wrong to have so many boards when India is suppose to be trying to standardise education.
