How to start my own Pay to Click Program

Hi all,
I want to start my own pay to click program and I was wondering if anyone know how to start. I think the first thing I should do is get a Pay to Click script. I could create one myself but I don't know if that is wise to do. This because there are a lot of scripts out there and I wonder if it is worth the time of development.
Second thing to do I guess is to find members / advertisers. Does anyone know how to do this. Where should I look for advertisers and what do you guys think is a realistic payout.

I want to know how and where to start as well. And I wonder about how much is the setup cost including host per month and buying scripts. Another question is that do I need to know the scripts or they are understandable? Hope someone can answer our questions.
