First, have them join MyLot under you. Then show them an online program like CashCrate. It is a good program to earn a few bucks each month and they can earn more by referring others. You must be 13 to use this program, and two or more people cannot use the same computer. Another good one is MoraTraffic which has a lot of ways to earn money. Take a look at my profile for the links to these programs.

I had been to your country and I have seen 14/15/16 years work part time in McDonalds and other leading shops/restaurants and in department stores for 2 hours a day and earn money. I think there are plenty of opportunities. But then they should be taught to save the money for rainy day.
Keep the 12 and 13 at home, do not send them to jobs, for they have concentrate on studies. You have to give extra attention to 17 year, for when they get money, they should not be spending it on wasteful expenses or fall into wrong company. For young, when they earn money, they do not know what to do with it. Sorry for going into so personal to explain. Couple of children of parents of Indian origin have been quite irresponsible to the extent that they could not get hold of their children to bring them to main stream.

Have them earn money by giving away cell phones and TV satellite systems to their friends and their families! PM me and I'd be glad to tell you more. Also, they can sell jerky products; this would be perfect for boys their age because these are delicious snacks that kids love but they're actually healthy - but don't tell them that! They could also sell healthy pet food which is not and never has been made in China.

I recommend they do some off of internet ways of earning money too. It's good practice for careers in future.
If it snows where you do, they can go door to door offering to shovel driveways. As a child, many of my boy classmates did this all the time!
Also other things like walking dogs regularly. Babysitting is another big thing of the age (esp. of the 13 and 17 year old).
Also, if not, I'd recommend they do some volunteer work for practice. Good luck.
