i think it depends on the respective country's banks. for example, in singapore, mine is a posb bank. but i can't transfer money from my bank account to my paypal account, much less to others. i'm not sure how it is with other countries. but like someone suggested, if both of you have paypal accounts, then you can send to your friend from your paypal account. another way if i'm not wrong is if you have a debit card or credit card, then i think from there you can put the money into your paypal account though for this one i'm not too sure. you can try to ask your bank on the process regarding credit cards or look at paypal faqs and see if they have any information on it. i don't have credit card so i'm not too sure. hope this helps and that you get your answer.

you just trasfer your money to moneybookers.com where u can send your money to local bank.

When it list which payment to choose in Paypal like when you are about to pay it list a funding source just change it to your bank account.
