If you have two dogs, does one sometimes let the other "win"?

Gus is so much stronger than Cookie, even though they're about the same height. He's so much more muscular and has greater jaw strength as a Boston Terrier (and 34 pounds) than Cookie, a rat terrier with a longer snout and only 25 pounds. When they play tug he'll often let her win, allowing her to take the toy away from him. After she prances around with it and her quickness and agility keeps it from him for a minute, he'll grab it and get it from her. I know this is an indication to one dog from another that the strongest is dominant but they do seem to be having fun. I also know adult dogs will let puppies win from time to time, adjusting their strength to those of their younger playmates. Do you have dogs that do this? I think it's so cute!
