Not if they come in with a VISA or other proper documentation. If you have a passport, and are just here on vacation or business with your company, then you are in our country ligitimately. You can also get something called an Artists permit which allows you to stay in our country for I think 3 years. You can work and sell your product and pay the proper taxes. The permit is renewable. You can even enroll your kids in school because you are paying taxes. While you are here, you can apply for citizenship.
There are also hardship cases, like people from countries at war that need asylum. If they can prove that they can apply for permits to stay permenantly. They do have to renew the permits every ten years mostly to let the Government know they are still alive etc.
There are education permits also, but these are the most abused. So many people have used these to get into the country illegally just to do harm to our country, that I think they will start really making it more difficult to get these soon. At least I hope so.
