Sanitation in my country is not so good, people not fully realized the benefit of keeping a clean environment.
When we sit on a car and look someone throw trash from their car while driving in front of us, should we tell him not to throw tash from their cars?

Your heart is noble, your intention is good but but but, but I would say no.
Given that the person is already such a menace to society, I don't know what he might do if he gets provoked.
Unless you are a martial art expert yourself AND don't mind any unforeseen trouble coming your way, I doubt direct confrontation is the best course of action.
