People give lame excuses for not doing their job due to laziness. People also blame others for their inability to do the work. An efficient worker delivers the results eventhough his tools are not in perfect order. Inspite of adverse circumstances people succeed because of their commitment and innate quality.
Can you please explain with example, whether you have come across people who blame tools?

I don't think it is laziness, it is lack of concentration. A person does a job so long, they feel they know what to do and do not pay close attention to each detail. Out of embarrassment and hoping whoever they are working for doesn't think less of them, they will blame someone else, or the tools they work with. I see it alot, especially when they can blame someone else.

An example would be when I had to put in all new pipes and septic system last summer. Then a carpenter had to come in and redo the walls. When they were finished it really looked shoddy, so I called the owner, who blamed it on the workers and the workers told me it is what the owner said to do. Anyways he had his workers do it over the way I wanted it, including painting and it looks great now.
