Marines throw puppy over cliff

There is a video online that is going around and it shows two marines with a puppy and they throw it over a cliff. If the military finds out who they are what do you think the punishment should be?

My first reaction would be to throw them off the cliff after it, but that not being the sensible way to deal with it, I would be inclined to consider the puppy as a child and charge them both with wilfully killing it, or manslaughter. They should be punished harshly for what they have done.
