Well it would depend on if your friend is receptive to positive feedback. If so, you could sit your friend down and say that you've noticed that your friend likes to procastinate and you know this affects their life and want to help them. If your friend doesnt take advice very well it will be hard to talk to them.

yes definitely, i will advice he/she, because i don't want him/her to be unproductive. in what way? i make it rational enough and straight to the point, therefore he/she would ralize his/her wrong doing, if he/she has a bad temper, first i would make it possible to be calm and relax, by making it a joke, and putting in wors that makes sense to hin/her.

I will tell you what my best friend Nelda does when I am putting off a needed doctor visit. she calmly and quietly reminds me that my health is too important to put off taking care of dr. appts and also says that she doesn't want me to get sick. And I do take her concern to heart as it is done without malice and with love. she is a forthright person and I admire that in her. hope this helps.
