In a court ruling a judge in California ruled that if you do not have teaching credentials, you can not home school them.
Is this the right thing to do to control the quality of education kids are getting?

Maybe that is what the problem is. They know their public schools suck and home schooled children are showing they get better grades than public school kids. This makes the public schools look bad - so they want to make it more difficult for parents to home school their children.
The thing is, just because you have a teaching credential dosn't make you any smarter than someone who dosn't.

I agree. In some places though, there is not much regulation over what kids have to be taught. I believe that may be some of the problem here.

I think this would not go down well where I live. A lot of people do home schooling here & they dont have to have teaching qualifications.
People home school for reasons of illness, religion, isolation & bullying. The authorities can expect every parent to have teaching qualifications.
I do think that home schoolers need to be proper;ly monitored, to ensure parents are following a recommended curriculum & teaching methodolgy. There ar5e many good correspondance courses available.
