the mexican chihuahua is the smallest, unless you count a shitzu with it's legs amputated.

Yep the chihuahua is supposed to be the smallest. I'm not counting the overbred dogs "designer" that are so small and unhealthy though. The chihuahua are tough little ones.

toy yorkies can be very small some only 3lbs.

If its a well bred chihuahua then yes it will be the smallest, though I have seen some huge chi's before and some very tiny yorkies, the trend unfortunately stands for smaller and smaller dogs with little regard to the dogs health. So many breeds are getting a lot smaller.
