Today, i notice that Helium gave me my first writing star. As i read many articles via their website i saw writers with 2-3 or more stars either for writing or/and reading. What is the importance of the Helium stars and what is their role?

It doesn't depend on the number of articles you write.but on the quality of your article. If you write about 50 articles then atleast 50% of those articles should be above the 75th percentaile to get a star.So atleast 25 of your articles should rank up to get stars.stars will be appearing now and there as the ranking process is a continuous one.

Who decides and rates for the quality? Helium, readers or both?

Thank you serenidity, i wish the same to you too. All of my articles in total are 8 but to win 1 star you have to submit between 4 to 29. If you have write 50 then you own 2 writing stars. If your stars do not appear i do not know what happens. I am too new yet. I think it is better for you to communicate directly with Helium.

There is no real importance - it just a representation of how many articles you have written, how many articles you have rated or how many times you have posted on the forum. Currently though there is a competition on where you get extra money for articles written up to the middle of April. You need at least one writing star and three rating stars to qualify. The more writing stars you have the more dollars you get for each of your new articles
