Why do we do daylight savings time? Who do it?

Last week, my husband just told of time change here, they made it an hour earlier. I know it's a good reason, but you know we have to adjust our body clock an hour earlier especially on waking up. I'm just curious who do the changing time, or it just an every year thing? that's here in US..Back in Philippines, I remembered one instance that we did this, but that was years ago, it never happened anymore.
So, who do this daylight savings time?and why? are you ok with it?

we change our clocks to conserve energy. It is hard to adjust every time but i'm ok with it.

I wish we'd just turn our clocks ahead, and LEAVE THEM THAT WAY, so that it would stay lighter later into the evening instead of getting dark at 6 PM. I like it when it gets darker later, because it's easier for me to find my way home.
