Are women who use drugs during pregnancy endangering thier children?

If they are; what should or should not be done about it? That is what a recent article is discussing; here is a link - http://www.nytimes.com/2008/03/15/us/15mothers.html?th&emc=th Alabama is cracking down on women who test positive for drugs while pregnant and who's babies are born with drugs in the child's blood stream. Some people say they are overreacting by prosecuting and sending these woman to jail. Others say it is about time something is being done to attempt to protect fetuses and newborns from drug abusers and it should happen more often. Read the article and tell me what you think?
