Does our ISP (internet service provider ) take us for a ride?

Have you ever been in a situation where you want an important information or favourite video to be downloaded but seems to take too long,dialog box showing only half the the job done .The downloading speed is nowhere close to the one you have requested.Enquiring about the incident you get a thousand answers why it is so,sounding as though it is the way things are in this webby world . Glitches happen in day to day operrations but it gets frustrating if it happens too often,more still if you are really been taken for a ride .Only when i was going through the papers i found out that the internet speed is always 10-20% slower than what they have promised me .Its like a white collar crime, mugging me the institutional way .The reason for these types of discrepancies is due to the fact that the IP laws are in their infancy .There must be proper laws passed with stricter implementation .Please share your experience with solutions if any . with regards www.chocolatesavy.com
