Hi noboay. First it is always advisable to learn some basics of HTML and it is very easy to learn. There are lots and lots of resources available material online. It helps you because you can rectify if any fault occurs after creating website. It is better you consdier your hand on some of those free blogs which provide you insight into the managment. Secondly you can improve as always.

The best bet is look at some of the web sites before hand just to get a rough idea on how much you're looking to spend exactly as far as getting a domain. When I searched for mine, I got it at godaddy.com since it seems to be pretty cheap and affordable for me. You should try that 1st and then see what you can come up with as far as web hosting. Then again, I'm not sure if you have or not. As far as skills go, you might need the basics in HTML/XHTML (No real difference between the 2) and also CSS to help save you the time of recoding over and over again.
