how can one person cause fear

Well, I've received soft supports, like classes etc from my local enterprise board, but these were advertised in local media. I was expected to be content with that. I went a couple of times to try and get some grant aid so I could get equipment, or do a feasability study grant. Nope - . They basically couldnt see the benefit of my idea. Their response was that why would I need to go somewhere else to see how other areas were successfully farming goats and creating their own products for market. - when there was a large goat farm out the road. They didnt like it when I informed them that the large farm they mentioned had exactly 3 goats, and I named the breeds, the person, the milk stats etc. I started my own research and got banned from anything to do with the board, and now it seems that the local womens business network are afraid to have anything to do with me. All to do with the CEO of the local board? Is this sick, or why are people afraid to speak up and fight back. Its not like he has done anything for other than the big town.
