Have you ever been restricted to leave your current company?

I worked in my current company for about 7 years until now,at the time when i came to this company,the company's salaries and welfares are basically ok to me,yet,from about 3 years ago,due to order and management problems,our company is declining,i had planned to leave this company several times,yet,i had not made my mind.recently,i finally decided to leave this company,i have submitted my resignation report to my leader for about three months,yet,i still have not get approved to leave,i feel very frustrated,as i had worked in this company for so many years,i don't want to leave without permission,yet,this company doesn't let me go now.so,my question is have you ever had this situation?what will you do if you are in such situation?
