I am so frustrated I don't even know what to do..

I went to pick my girls up from the bus stop and I was watching the children getting off the bus when I saw one girl grab another girl's hair from behind and yank her head back. I was shocked then when I saw the same girl take a swing at the other girl. Well the girl that was getting attacked I have to say did swing around with her fist and caught the girl on the face so she let go of her. I was getting out of the car when the bus driver finally got off the bus. It happened so fast and I was too far away to stop it. The girl that started it ran home (she lives across the street from the bus stop) I went to the car where the girl that was attacked was sitting with her mom and crying. Another mother had yelled when she saw it start and the girl doing the attacking called her names. I talked with the mom and told her she needed to not only talk to the school but to call the sheriff. I did tell her that I knew that they had a file on this girl because of the trouble she has caused in town. Now this girl is only 13 but she has been so bad in the past that she finally got herself banned from my house last year at this time for good. I had tried to help her before but it got to the point she was endangering other kids in town and she was out of control. So anyway.. I told the mother that the sheriff couldn't actually do anything to the girl except file the report because she is native and even though we don't have any land own by the tribe it still is on reservation land so it would have to go through their court and they already know about the girl and haven't done anything. Last summer this girl keyed cars, threatened children and stole 2 golf carts and wrecked them. Yet nothing has been done to her. At 12 she was kicked out of a different school because she never showed up. I tried to get her help then but no luck. I get so frustrated because the fact that she is native she doesn't get in trouble yet none of the native council members help her either. Don't get me wrong I don't have an issue because of her race because I have many family members that are native. I just can't stand that she gets away with this when it is clear to me she needs help. If she thinks at this age laws and rules don't apply to her what will happen when she is an adult? I have no clue what to do. It is just a mess.

Where are her parents in all of this? Does she live on her own? Is no-one taking care of her? Something is happening at the home and I think she is acting out because of it. There has to be a reason why she is doing all these silly things around town. Sounds like she is very lost, confused and very alone. Someone needs to talk to the family or get her to talk it out with a professional counselor of sorts. She also needs to be made accountable for all her wrong doings too.

I think in that situation the authorities in her native members should take note of the sherrifs concerns and do something about it, if they do not act then the sherrif should be allowed to take action. That way at least they are given the opportunity to act in their own manner and if not then she will still be dealt with. I know this wont prob happen tho but in my oppinion that is how it should be conducted.
I just hope her people realise she is causing trouble and do something about it.
