                    I use linux ... mainly fedora 7 and RHEl 5 distribution..
you need to mount that partition (which you want to format) in Read-Write mode in that pc where from you want to format. if you want to mount a ntfs partition you need to download and install ntfs-3g. you can download it from :
http://www.linux-ntfs.org
Fedora 7 and later versions have inbuilt ntfs driver. no driver download is necessary for formatting fat partitions. if you can mount that partition in read-write mode you can format that partition. 
** you need administrative privilege to perform this operation.

                    I don't think that is possible, i'm not sure because everytime i format my computer, network was already disable and i have to enable it again.I also need to reinstall the windows and driver of other device.
