Google ranking, How does it work?

Ever wonder how Google rankings work? I have recently started a web page(insert shameless plug here.org), and I am wondering how to get my page viewed more, or up my search engine ranking. Has anybody had any luck doing this without spending alot of money? I should ask everyone to tell all their friends to go to the site, and they tell their friends, and so on, and so on... any ideas?
