A Road above a Road would be a good idea.

With the land being used at a fast rate would it not be a good idea to start building a road or highway above thereby creating less congestion. I noticed in America they have double deckers in trains which seems to me to be the same idea as having a double decker road. What do you think?

Well deeeky,it's a good idea,yet,i don't think the road should be built more than 3 storey,if more than that,i think it will be a little difficult to tell which is which though there are maybe many signifying signs.what do you think?

Three story would be far too high as the wind would have a detrimental affect. A two tier road has to be a practicl proposition and would only have to be the top road a duplication of the one underneath.
