i am a filipino and with my 14 years of formal education, english is the medium of instruction. reading books can be a very good start, and of course, practice speaking the language. good luck! :)

One of the advantages of studying in the Philippines is that students are introduced to the English language early and they never really lose their grasp of the language.
I suggest you hone your grammar and syntax skills by reading good books, hearing tapes, watching movies, etc. Also, improve your vocabulary by regularly browsing through a dictionary. Good luck!
