circumcision 2yr old. Dr. Claims has grown back in one area

My great grandson went to the doctor yesterday. He was 2 on the 28th of April. He has crying when he went potty. We thought it was a urinary trac infection. The doctor said that the skin had grew back and was infected. I have never heard of this before. Has anyone had this problem?

What went wrong?
I haven't heard of this before, in my country boys don't go to doctors for circumcision, we have a local man who does it for them, and so far all my cousins and my brothers had no problem with it...no infections happened...

Oh how sad that sounds terrible. I chose not to circumcise my son. If I had and had heard that my sons skin had grew back I would want to cry. Having to have them circumcisez once is all it should have to be. No child should have to go through that twice. If it was just an infection a antibacterial cream might help but if it has truly grown back they might have to recut the skin off again :(
