Youtube site errors and upgradations?

Over the last few days I get these errors on and off - presently for more than an hour. On "My videos page" [i]This functionality is not available right now. Please try again later. We are currently performing site maintenance. Be cool - we'll be back 100% in a bit. [/i] And on all video pages:[i] Ratings have been disabled. Adding comments has been disabled for this video.[/i] Are there any new features or is the site having problems?

I haven't noticed any new features, but YouTube does maintenance all the time. Maybe it just isn't always as noticeable at times you're online? I've noticed it's generally in the evening.
