which universites didn't require sat or toefl?

You'd better take the exams if your goal is to get enrolled by one of the top universities such as Columbia, Harvard. These are require SAT and TOEFL

I think most universities require them. but they also have alternatives to toefl such as English courses or you can prove English proficiency in the interview. It also depends on the level you are applying to. if you are applying for a master degree, you may ask to prove that your study was in English and i think that is enough and you may be asked for GRE test.
