I would definitely use bottled water as it is safer and let her use the pacifier she has. as for jackets in the car I would think you should dress her the same as yourself when outside in cold weather in Illinois.

She should not wear a coat or snowsuit in the carseat because it will compress in an accident and make the straps of the carseat loose. Put her in the carseat and then cover her with a regular blanket- you don't need a special wrap, just tuck tha blanket in around her. If your tap water is safe for you, it is safe for a baby. The special nursery water or bottled water is not necessary. It used to be recommended to sterilize water for bottles, but that was because of unsafe water supplies. Use a low flow nipple and burp often to reduce spit up. The brand of nipple is your choice, whatever one your granddaughter seems to be comfortable with. Hope this helps.

If you are worried if your water is safe for babies you can still boil it to kill any germs or microorganisms in your water. Some moms use this to be better sure of the water. I myself use distilled water for my baby but I never boil it. For newborns you should use a nipple with the smallest hole to prevent spit ups. While giving him a milk you shoul always notice that the nipple part of the bottle is full so that the air will not come in her stomach. Also try to help him burp every after feeding. This will help her reduce the gas inside the stomach Pacifiers were given to babies who tends to suck even when he is full. This also helps the baby to develop his breathing using his nose. When you travel with the baby just wear him any comfortable clothes. To know what's comfortable to them is also determining to yourself which on is comfortable. If you find comfortable in wearing jackets and it is not that hot you can wear him also that. but if you'll put him into a carseat better check if he will not fall or lose.
