A second child

Me and my husband has been working on child number 2 for almost a year and a half with no luck. My doctor has done one insemination to no avail but he wants to do it again. My husband on the other hand doesn't want to spend the money to get the procedure done. I think that its harder for me to get pregnant the second time around is that i have recently been diagnosed with having type 2 diabetes. Any suggestions from any women with diabetes? any ideas how to improve my chances? Do IUI's work?
