i want to start my own ebusiness but i don't have enough financial resources.
is there any NGO or other organisations that support startup ventures without any guarantee or security.

I am also looking for such organization if you come across any please let me know as well. In india there are some cooperative banks & societies and some Prime Minister Unemployment Scheme under which you can get some amount but this is not more then INR 50,000.00 which is not enough to setup a good business.
If you come across any please let me know as well.

You might want to check out http://www.prosper.com/. I don't personally have any experience with it, but I've heard good things about it.
