their is sometimes a situation that you need to think about,if he/she explains why?and you think that he really is busy just be patient and understand him...but then you should use your instinct...just talk to him/her how you feels...

It kind of depends, does the gal try to contact him so often that it is anoying, or when he is at work and should be working instead of talking to his gal, or is it just once in a while when he is off work, if it is an all the time thing that he is busy I would think he is trying to tell her that she doesnt mean that much to him and only contacts her when he wants something. If that is the case I would tell the gal to move on and find someone that does have the time for her.
